HSE University in Vietnam: New Projects in AI, Technology and Education

A delegation from HSE University, led by Rector Nikita Anisimov, visited Hanoi and held a series of meetings with representatives of leading universities and government agencies in Vietnam. During the visit, the parties discussed the establishment of a joint institute between HSE University and Vietnam National University (VNU), cooperation in artificial intelligence, information technology and engineering education, as well as prospects for academic exchanges.

The establishment of the institute builds on existing agreements: in June 2024, HSE University and VNU signed a university wide cooperation agreement in the presence of the Presidents of Russia and Vietnam. What is more, in May 2025, they signed an agreement to establish the joint institute.

HSE University representatives visited the new VNU campus, which will become part of a large university campus. They also met with university leadership and discussed the concept of the future joint institute. In particular, the delegation toured the site of the under construction building complex that will house the joint institute of HSE University and VNU. By 2030, a modern educational, scientific technological and sports cultural cluster is expected to emerge here.

HSE Rector Nikita Anisimov highlighted the strategic nature of Russian-Vietnamese relations and noted that maximizing cooperation between the countries is one of the key objectives of the Russian Government. Working with VNU and establishing the joint institute is a priority for HSE University — the two universities have enjoyed years of successful and friendly collaboration.

Nikita Anisimov remarked that the scale and pace of construction at the new VNU campus are impressive, and expressed hope that the joint research institute being established on its grounds will strengthen academic cooperation between the two countries. He also stated that he is ready to personally oversee the implementation of set goals and will visit Hanoi periodically for this purpose.

In his remarks, he outlined key areas and topics for scientific and educational cooperation, including a proposal to translate an online course on Russian history into Vietnamese to promote Russian culture and history. He emphasized the need to swiftly move towards substantive activities and sign a roadmap for the institute’s development, noting that 2026 has been declared the Year of Russian Vietnamese Cooperation in Science and Education.

A separate block of negotiations focused on government level engagement. The HSE delegation met with Vietnam’s Minister of Education Nguyen Kim Son and Deputy Minister Le Quan to discuss the development of bilateral cooperation. Talks at the Vietnam Academy of Science and Technology resulted in agreements to expand joint research in mathematics, telecommunications and quantum technologies.

The HSE University visit to Vietnam marks a significant milestone in advancing Russian-Vietnamese educational and scientific cooperation. The joint initiatives create a platform for innovative research, training highly qualified specialists and developing cutting edge fields in science and technology.
